Development of a National Data Exchange Platform and Cybersecurity Capabilities

RaulWalter designed the technical foundation, security protocols, identity management logic, inter-registry service interfaces, and cybersecurity controls that safeguard the platform from both systemic and operational risks.

One of our most extensive projects focused on building a national data exchange platform and the accompanying cybersecurity capabilities in an environment where the existing digital infrastructure was fragmented, data quality was inconsistent, and common standards were largely absent. Our task was to create a comprehensive architecture that would unify dozens of institutions under a single secure data-layer and service-interface model, ensuring controlled access and cryptographically protected data flows.

During the project, RaulWalter designed the technical foundation, security protocols, identity management logic, inter-registry service interfaces, and cybersecurity controls that safeguard the platform from both systemic and operational risks. In parallel, we developed processes that allow institutions to standardise their data, improve data quality, and establish cross-registry linkages to support future digital services and analytical applications.

The result was a stable and secure data exchange capability that created the prerequisites for cross government interoperability, higher-quality data usage, and the gradual strengthening of national cybersecurity posture. The project demonstrated how innovative architecture, standards-based design and methodical implementation can significantly elevate a country’s digital capability even in a highly challenging initial environment.
