Registries

RaulWalter develops, upgrades, and restructures national registries that form the critical foundation for public services and policy-making.

Our focus is on registry data quality, harmonised data models, lifecycle management, duplicate resolution, the implementation of unique identifiers, and the establishment of reliable linkages across registries.

We have supported governments in both creating new registries and modernising existing ones — including population, property, address, company, vehicle, and other sectoral datasets.

Our solutions ensure higher reliability, stronger interoperability, and a more robust foundation for e services, evidence-based policymaking, and future AI-driven applications.

Registry Strategy, Scope & Governance Alignment

We support governments in defining the purpose, scope, and authoritative role of registries within the national data ecosystem. This includes positioning registries within the broader data governance framework, clarifying legal mandates, and defining ownership, stewardship, and accountability. The result is a registry that is clearly authoritative, trusted, and fit for long-term use.

Harmonised Data Models & Reference Structures

We design and align registry data models to ensure consistency across sectors and systems. This includes harmonising core attributes, reference data, code lists, and classifications so registries can interoperate without ad-hoc transformations. Models are designed to be stable, extensible, and suitable for long-term digital services.

Registry Lifecycle Management & Data Maintenance

We define and implement lifecycle rules that govern how registry data is created, updated, retained, archived, and retired. This includes event-driven updates, change control mechanisms, and maintenance processes that keep registries accurate over time. Lifecycle management ensures registries remain authoritative as real-world conditions change.

Duplicate Resolution & Unique Identifier Implementation

We address one of the most common registry failure points: fragmented identity and duplication. This includes identifying and resolving duplicate records, implementing unique identifiers where they do not exist, and stabilising identifier usage where quality is poor. Linkage logic is designed to be auditable, resilient, and usable across systems.

Cross-Registry Linkage & Interoperability Enablement

We establish reliable linkages between registries to enable secure data exchange and integrated services. This includes defining linkage keys, exchange semantics, and interoperability rules that allow registries to function as a coherent whole. The outcome is a foundation for e-services, analytics, and future AI-driven use cases.
