Andres Käärik

Master of Strategy

Andres Käärik is RaulWalter’s Digital Strategy Lead and a senior advisory member, with more than 30 years of experience in telecommunications, e-government, digital identity, and national information system development. He has held executive and strategic planning roles in both the public and private sectors and has led large-scale digitalisation, data governance, eID, and e-government programs across Europe, Asia, Africa, and beyond.

At RaulWalter, Andres focuses on e-government strategy, digital identity and trust service architectures, data exchange frameworks, and cybersecurity capability development. He leads the creation of visions, roadmaps, and national-level digital transformation initiatives. He has directed multiple high-impact assessments and development programs involving cross-border data exchange, identity frameworks aligned with eIDAS principles, digital government maturity evaluations, trust service development, and national digital capacity building.

Before joining RaulWalter, Andres held leadership positions at Eesti Telekom and MicroLink, developed international IT and telecommunications services, led major digitalisation projects, and supported organisations in business strategy, process redesign, and technological innovation. He has also served as a supervisory board member at SK ID Solutions, contributing to the strategic evolution of Estonia’s eID ecosystem.

Andres holds a master’s degree in radio electronics from TalTech and brings extensive experience in organisational leadership, strategic planning, and digital state development. His strength lies in bridging technical architecture, business logic, and national strategic priorities into coherent and actionable solutions.
