Raul Kaidro is the founder and CEO of RaulWalter, with more than 20 years of experience in digital identity services, registry and data management systems, and cybersecurity. He has participated in hundreds of projects — from developing national ID-card infrastructure and cryptographic key management systems to building international data exchange platforms, risk-management practices, and large-scale identity document personalisation lines.

Under Raul’s leadership, RaulWalter has grown into a globally active competence centre supporting governments and organisations in the development of digital identity, data governance, and cybersecurity. Over the years, he has played a key role in shaping Estonia’s national identity solutions (including ID-card software, DigiDoc, and Web eID) as well as numerous international initiatives ranging from eID, PKI, and trust services to data quality programs, registry architecture, and the enhancement of e-service capability.

Raul has a strong technical background, including experience with national certification services, smartcard applications, cryptographic protocols, remote personalisation, risk management, and information security operations. His CV covers projects dating back to the early 2000s, including the development of Estonia’s national eID ecosystem, certification of international tachograph systems, technical programs for Mobile-ID and e-Residency, modernisation of large registries, X-Road-type data exchange solutions, and multiple global digital government initiatives.

Before founding RaulWalter, Raul worked as a technology lead, head of certification services, systems architect, and software engineer. His work is characterised by methodological precision, deep technical competence, and the ability to deliver complex projects across diverse technical and cultural environments.
